Special Subdivision Requirements
Building Inspection Matrix lists those subdivisions flagged for special requirements which may include zoning special requirements, site constraints or other issues. At this time, the matrix will be cited as a + after 40 which represents the County Planning and Engineering Departments. Many reasons account for special attention for a property which may include but may not be limited to the following:
- Zoning - Planned Unit Development (PUD)
- Zoning - Plat Notes
- Zoning - Recorded Documents
- Zoning - unplatted or illegally platted subdivisions
- Lots Platted prior to 1996 may have environmental site constraints
- Quandary Village Special Requirements
- Heeney Special Requirements
Zoning Planned Unit Developments (PUDs) are recorded.
- Soda Creek at Lake Dillon PUD
- Copper Mountain PUD
- Keystone Resort PUD
- Highland Meadows PUD
Please see all recorded documents for the property, including the plats, all plat notes, and easements. You may find all recorded documents at the Clerk and Recorders Office.
Subdivisions created prior to 1996, please read:
Per Section 7105.01 A. any subdivision that was platted prior to February 26, 1996 did not necessarily identify nor avoid wetlands or steep slopes within the subdivision process. Therefore buildable areas were often platted in wetland areas and/or where 30% or greater slopes exist. This places the responsibility on the individuals developing the lot at the time for either new construction or exterior additions to verify that all soil disturbance complies with current water quality standards.

To address wetlands on your site:
- See the list of Army Corps Engineers recognized consultants for all of the Sacramento Region.
- Hire a qualified wetland consultant to assess if wetlands exist on the site.
- Obtain a full delineation or submit a letter from the consultant explaining why no delineation is needed referencing the site plan that is used to make such an assessment.
- Submit for Preliminary Review to identify a potential building envelope and compliance with driveway standards, retaining walls and other Code requirements.
- Design your structure and all improvements to avoid any disturbance of a wetland.
If disturbance is proposed:
- Contact the Army Corps of Engineers for federal jurisdiction and proper permitting. Your Wetland Consultant should know the procedures to obtain a ACOE permit.
- Obtain a County Wetlands Disturbance Permit.
Steep Slopes of 30% or greater
When the lot or the right-of-way which is used for access onto the lot has 30% or greater slopes, a calculation is required to determine the percentage of slopes disturbed. If 15% or more of these slopes is disturbed, a Geotechnical report for slope stability by a Colorado Licensed Professional Engineer is required at submittal for a grading permit. To address steep slopes on your site:
- Hire a qualified Colorado Professional Engineer to assess slope stability for your site.
- Obtain a slope stability report emphasizing the stability of the site based on all proposed improvements.
- Follow all recommendations in the report and submit for Preliminary Review.
