INTRODUCTION

 

The Summit County Land Use and Development Code (hereafter “Code”), with amendments and revisions as approved by the Summit County Board of County Commissioners (hereafter “BOCC”), is the governing document in Summit County that promulgates regulations and standards applied to all development, whether single family residence construction or industrial construction, or anything in between.  Chapter 6: Grading and Excavation Regulations of the Code establishes the Engineering Department as the administrative authority for grading and excavation regulations, and §6004: Grading Manual states that the Engineering Department shall publish a grading manual that establishes the requirements, guidelines, interpretations and policies that establish the rules for grading and excavation in the County.  Included in this Grading and Excavation Manual (hereafter “Manual”) are those rules, interpretations, and policies, with references to specific Code standards where applicable, which are necessary to administer these regulations for all County development projects.

Section 1 of the Manual will discuss the permit process and departmental review procedures.  Section 2 provides information regarding inspections that are required by the Engineering Department.  Section 3 contains those regulations and policies that apply to single-family residential development in general.  Specific standards as pertaining to any particular aspect of development shall be addressed in later sections, or in the Code.  Section 4 contains those regulations that apply to multi-family, commercial and industrial development.  Section 5 contains those regulations that apply specifically to erosion and sediment control and best management practices (hereafter “BMP’s”) that shall be implemented and associated with any disturbance, whether permitted or un-permitted.  Section 6 contains those regulations that apply specifically to road construction, right-of-way permits, and standards that apply to any disturbance in County public Rights-of-Way.  Section 7 contains those regulations that apply to development in and around floodplains.  Section 8 contains those regulations that apply to protection of environmentally sensitive areas including but not limited to wetlands, streams, and wildlife habitat.  Section 9 addresses disturbance of steep slopes, and the regulations and standards that shall be applied in those circumstances where development on steep slopes is unavoidable.  Section 10 contains a list of standards that will apply to development in the County.  The appendices include excerpts from the Code and appurtenant details that apply to grading and excavation, and may be used for reference.

In the event that a specific section of the Code is amended or revised, the Engineering Department will make every effort to maintain consistency and refer to the most current revision.  There may be cases, however, when a revision to the Code is not referenced in this Manual, and in those cases an applicant or developer who recognizes a discrepancy shall bring that discrepancy to the attention of the Engineering Department immediately so that it can be remedied.  In the rare circumstance where a discrepancy is discovered, the most recent BOCC approved edition of the Code shall govern.  Also included in the appendices is the Contact information for Engineering Department staff, and staff contact information for other departments in Summit County Government, along with commonly used contacts for agencies outside of Summit County Government.  Should it appear that contact information needs to be changed or updated, please notify the Engineering Department as soon as possible so that the information herein can be maintained as current and correct as possible.
